I attempt to drop a use.. it hangs for 900 seconds then 'No more data to read from socket'.

I first made sure that the user had no more owned objects. (Oracle 12c version 1 ). This user had DBA and I went and removed most other grants. Still not able to drop this user. Suggestion welcomed and appreciated.
