R9800 Workflow Net Change during an upgrade

Does anyone have any idea what exactly this UBE does, and how a lot of records in F98860/F98865 impact the UBE?

I am getting inconsistent results with this UBE when it runs, sometimes it completes in 2 hours, sometimes it runs over 12 hours, with the data set not changing much at all. Looking at the UBE it appears to look at change tables on the Planner database for the FROM RELEASE and TO RELEASE and then goes through updating processes / tasks based on the change table. What I dont understand is that when debugging this UBE it is performing SQL selects over and over again on processes that are not even in the change table at all. Does it
