12.2.7 patch giving error, aiosp2() Error: failure in usdspn()

Migration from 12.1.3 to R.12.2.7, following Doc # E73540-03

Almost the final stages (Pg. 4-66): Apply the Latest Oracle E-Business Release update pack for Release 12.2

Following the Doc#2230783.1, Step. 8.1.3 : adop phase=apply apply_mode=downtime patches: 24690690

After 3+ hrs, it gave the error:
