Expense Reports going to "Pending completion" status by Default even after submitting the report

Hi Team,

I am using 9.2.1 JDE Version. I have created an expense report and submitted. However, by default it's going to "Pending Completion" status. Even, I have tagged manager in my employee profile. Also, I have created the distribution list.  Any prompt suggestions on this issue?
