How to achieve FIFO at box level

We have business requirement to enforce FIFO across orgs in Oracle. Material can be transferred from one org to another and then ship to customer either from make org or DC.

We would like to enforce FIFO at box level through out the supply chain. How to achieve same in Oracle?
