Open option is grayed out for seeded reports from Reports & Analytics Area

In Cloud Fusion, the Open option is grayed out for seeded reports from Reports & Analytics Area. Do we need to have any particular roles assigned to the user to see the open option enabled.

I see the same issue for lot of seeded reports in Financials Module. Attached screenshot, can anyone provide some insight on this.
