Report Design Aid missing data dictionary window

Tools release 9.2.1.1

Report design aid missing data dictionary window. I've turned it on, but the window does not appear. We're hosted through Velocity and this workstation just had a re-install of JDE. I was hoping that would fix the issue, but it still remains.

Any suggestions would be helpful.
