MRO Message Summary (p3401/P3411)

HI,

We are trying to create a Purchase order for an item which has 0 on hand (meaning below the safety Stock)

I should be able to see this item in MRO message summary screen (P3401) for some reason I don't see this Item , but when I go to detail messages and enter the Item/Branch which I cannot see in the MRO message summary screen I see this item with Msg type = P and message processed   = Y and when checked cardex there is been no transactions since last month.

We want to create a Purchase order but we cannot see this item for some reason on the summary screen,
