Inventory - On Hand Qty Available for unable to transact

Good Morning

We are using  R 12.1.3

In inventory for a particular item X001 - We are having 36 as per ON Hand QTY Screen.

But we try to create Move Order  it is saved.

Now when we transact this Move Order - while selecting serial numbers only -available only 22 serial numbers.

The other 14 Serial numbers  - not available for transact.

We manually checked all 36 items and identified  -for these 14 items we found below

     Total Quantity =1

      Available for Reserve  =0.

     Available to Transact =0

Can you please help us to get fix tor this.
