One view account balance inquiry does not display comparison ledger (budget amount)

I am trying to use the one view report for budget vs actual spend, but I cannot get all budget amounts to populate in the inquiry.  I believe this is happening because it will not populate the comparison ledger (budgeted amount) when there is no AA record in the period.  This is problematic, because charts/tables are then incomplete when you are attempting to compare the total budget vs total spend for a period.  Is there a method to bring these budgeted amounts into the one view report?
