Copy Users at the end step of a record

Hi team,

I have set up a workflow to have an EF at the end step to allow for certain user groups to copy other team members on the End Step of a record. I am in the Company Admin group but not in the groups that were specified as Editors. When I log in I am able to do that but the User in the specified group cannot.  What am I missing??
