I have recently installed the ORAchk Collection Manager application but I am unable to activate the

I have recently installed the ORAchk Collection Manager application but I am unable to activate the Access Control System.

There is a checkbox available but when I press "Apply Changes" nothing happens.

I would like to know if someone is facing a similar issue and how to fix it.
