Restrict users for Creating PO / RFQ for specific requisitions

Currently we have 3 users who are creating RFQ / PO and they can see all requisitions at their end. These users have different work responsibility and so we would like to restrict them to have access of certain requisitions for RFQ / PO processing. Can we restrict users by item category or amount threshold?
