Steps to rollback database patch

Could someone tell me the steps to rollback a patch on an empty Oracle Home(12.2) with no databases on it?

We are in the middle of upgrading our db from 11.2.0.4 to 12.2. We tested this upgrade process more than couple of times and the db upgraded successfully (this is when the new Oracle home was not patched). The security team asked us to patch 12.2(p27937914 and p28135129), The upgraded database was removed and we patched the new home with no db on it. After patching we did not ran the post patch scripts as there was no database in that home.
