Collection Plan is not triggering on mobile assy completion with directed drop

Using the following path on a scanner -

• Whse Mgmt --> Manufacturing --> LPN Txn --> Assy completion --> Assy Compl w/Directed Drop

I have a collection plan, that is supposed to trigger at this point, but it is not.  

The Collection plan set up is as follows:

     - Transaction Description = Mobile Completion Transactions (Oracle Mfg Mobile Applications)

     - Trigger Name =  Item = [item number]

The elements on the plan are:

10- Transaction Date

20- Item (mandatory)

30- Job (mandatory)

40- Lot Number (mandatory)

50- Certificate No.

The plan is used to record the certificate number of an item upon completion.
