Contract Thresholds & Notifications Supplier Notification?

Hello Everyone,

We are on 9.2 image 17.

We are looking for a way to notify the supplier that their contract(s) are expiring. We tried using the Thresholds and Notifications section in the contract. In our current image, the only option is a user ID.

If the supplier has a supplier user ID, I can choose them, but they do not appear to receive an email. 

Then the next issue, if they did would be the link in the email taking the supplier to an internal - Employee URL vs. the Supplier URL. 

Has this functionality become available in later images? I did some searching, but didn't find anything specific to this.
