Concurrent:Hold Requests Profile Option - EBS 12.2.4

My understanding is that this profile option basically puts jobs on hold when it is set to "Yes" at the site level, however, after doing that scheduled jobs are still running normally... any ideas?

I'm not sure to what space to post the question in.
