Oracle Spatial average speed

Hi all.

I've been figuring on how to configure Oracle Spatial average speed as it's calculating shipment duration faster than it generally takes it. Couldn't find it in rate service, service external drive neither distance external drive.

Is it possible to be done? If so, can it be done based on vehicle type?
