Service order - IT - Reclass. Work with parcels & fee redistribution

Which are the E1 functionalities recommended to integrate/link a service order to an Inventory Transfer transaction? The purpose of this process is having the invoice matched and paid to the supplier, but at the same time is required to include the service fee to the goods - at the time of the IT (transferring parcel to the subcontractor location), the goods exist as a rough parcel and the Invoice is already in the system.

The parcel will be reclassed/splitted into single items or smaller lots at some point and the service fee should be redistributed (From generic items with price per weight UOM, To individual items).
