Installing RPAS Configuration Tools on Windows 10

I am trying to install v16 of RPAS Configuration Tools and keep getting the below error message:

My RPAS_HOME variable is set and RPAS_HOME/lib abd RPAS_HOME/applib are on the PATH

I've searched the forum and found that the issue is more than likely related to the Microsoft Runtime Libraries.

I have installed the below updates and am still getting the error message:

I've also tried typing mace -version in cygwin and saw below message:
