emailed when old job statuses are cleared

I moved to em13.3 and had to set it up from scratch since I also moved platforms to OEL7. My incident rule sets were moved via export/import. For some reason, the incident rule set to clear job statuses after 7 days is emailing me the same job failure (with the 7 day old date listed) even though the rule set is not set to email. So to summarize, I have an RMAN job to backup my database with notifications being sent on failures. After a job fails, 7 days later the rule set runs to clear the job status from
