Baseline funding without budget

Dear experts,

If we set baseline funding without budget, will it create a working version against 'Approved Revenue Budget' (upgraded from form level to project planning financial plan types)?

We are planning to use this feature, please advise.

If this option in proj type/template/project level is only applicable for form level budgets? or also can be extended to project planning?
