AM WorkCenter Starting Page error

We are currently in production with Image 24, and users have the Starting Page set to AP/PO Transactions.  If there are no transactions, the page is displayed as follows:

We have applied Image 28 to our PMDEV test environment and the AP/PO Starting Page causes an error:

If we change the Starting Page to Per-Interface Lines in Error - we do not get the error message:

Has anyone else encountered this issue? If so, is there a security or configuration step we have missed?
