Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. What is the difference between approved revenue budget vs funding baseline amount?

Why we ever need to baseline two and ensure both are same while baseline funding?

This is may be basic question, but let me help understand this please.
