wsranking Bug Causes Repository Merge To Fail

Hi All,

Just encountered a new bug we have not seen before 18.8 and the introduction of wsranking.exe.  When Tools checks if wsranking has been run it should check just Siebel Repository but it does not.  Instead it looks at all four repositories and the merge fails since Tools won't launch by incorrectly thinking wsranking needs to be run.
