Plan within Categories - warning message

Warning is displayed - "Cannot enroll at Plan Level" Plan within Categories - Select the new Benefit group and link the newly created Plan ID which has this plan ID to be default Plan (Y) . 

The Plan ID eligibility rule is set to D that is Days service and based from PADT - Participation Date.

The Eligible Enrollment - Eligible status = ACT (Active) and Date code - 90 days of service.

The Ineligible Enrollment - Eligible status = INE and Date code - F Fixed effective date.

Please can you let me know why this warning and what are the implications... Thanks
