insert measure in rpas

Hi,

I need to know the command for insert measure which is mentioned in RPAS adm guide.

Also when I create a public measure through regmeasure utility with inseratble option,

This new measure will be visible to all WB templates>WB>WS ?

Then a user can go to a target WS and do edit>insert measure to bring the measure in WB ?

Also then what would be the difference between doing above and  insert measure which is mentioned in RPAS adm guide.

Also is there any utility by which from backend I can bring measure in visible list of a WB without taking help of config tool show -hide option
