JDE World A9.3 EDD bursting invoices to separate PDF files. Has anyone managed to get this to work?

We are useing JDE World A9.3 with EDD and BIPublisher to do simple invoicing and purchase orders.  Right now invoices are are bursted to customers with one email being sent with all of the invoices in one pdf to each customer.

We have some customers that want each invoice in an individual pdf. I am being told that Oracle developers don't think this can be done but I would swear that I had it working that way during initial testing a few years ago.

I have not been able to replicate it so I thought I would see if anyone is doing this.
