Incorrect rolled over hours

Hello,

I am testing the fiscal rollover functionality and I am not sure why the vacation hours rolled over double the amount that I have set in the DBA rollover table. My rollover table says to rollover a maximum of 40 hours.

I have set the payroll to track leave balances and the reports are set as follows:

First, I run prepayroll and then the fiscal leave rollover report in proof as a single report to verify balances to be rolled over and when I am satisfied, I continue with the rest of the payroll process: payments, journals, and reports which this time will include the fiscal leave rollover report in final. At this point, and prior to run final update, I reviewed one more time the vacation balances rolled over and data looks correct, but after I do the final update my balances get updated again and instead of 40 hours carried over from prior year, the
