Error in EBS Vision installation - Unable to execute cr9idata.pl

I am getting this error during an 12.2 Vision installation:  Unable to execute cr9idata.pl  RW-50010, RW-50004  Running Database Install Drive for VIS instance.

After the wizard files I can run the script from the command line successfully, but since there is no way to restart a failed installation that is not a solution.  Any ideas what I can check?

Installing on Linux 7.5.  Perl version is 5.14.1
