FRM-40832 Error (Doc ID 2277622.1)

in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

My upgraded (from 12.1,3 to 12.2.7) is working including forms.  I added information of my custom top (it was there before the upgrade) information to the custom<instance>.env and to the default.env under $ORACLE_CONFIG_HOME ( <OH>/10.1.2/forms/server/default,env

I started seeing the frm-40832 error suddenly.   I am trying to follow the note. 

Is there something that I did not do to get this error?
