Query Manager within Data Browser; IN Service date for F1217 trying to match all for null or blanks;

trying to create a query within data browser F1217 Equp Master

need to try to match all results using In Service F1217 where the value would have a null in front of it or a blank (like someone hit space bar before they entered a date)

the special value only allows for days, months or years
