Hl Experts,

Is it possible to create 'WIP Issue' without creating 'WIP Completions' while using background processing mode?

We have a scenario where all the components are 'Assembly Pull' in the discrete job and we are getting completions from MES which inserts move transactions in WMTI and material transactions in MTI but we observed observed that 'WIP Issue' are getting posted even before 'WIP Completions' in MMT. I know that since this customization is for specific business need and not specific to Oracle, but I am trying to understand how 'WIP Issue' gets actually posted in MMT while using background processing mode?
