Instance Usage Code

What determines the value of Instance Usage Code?  We have added a new org and for instances that have been received in the new org they should show EXPIRED but show To Be Decommissioned and the only difference I can see when I look at the instances is that the one that works shows instance usage code of RETURNED and the one that does not work shows instance usage code of IN_INVENTORY.  I am not positive this is the issue but this is the only difference I am seeing.
