Why is the only solution for this Doc ID 2373121.1 to turn off encryption?

Why is the only solution for this Doc ID 2373121.1 to turn off encryption? Shouldn't there be an actual fix or patch for 12.2?  We are seeing this same issue after we upgrade from 12.1 to 12.2 and after opening multiple SRs, I am getting the same response from Oracle: "Turn off Encryption".  Has anyone else seen this problem after upgrading to 12.2 from 12.1 on exadata?
