Host named credential not working to RHEL 7.5

I am running:

Oracle Enterprise Manager Cloud Control 12c Release 4 on HP UX B.11.31 U ia64

I just added a target on RHEL 7.5 (Maipo)

The agent is communicating properly with the OMS and shows that the server and database targets are up and running.

I cannot get the host credentials to connect to the target.  I just get connection "failed."  Nothing in any logs, no other message.

Does anyone know a solution?
