Delete people by purge but encountered APP-PAY-06340: You canot delete people who have element entri

I'm doing a simple operation of deleting a person from people screen but encountered APP-PAY-06340: You cannot delete people who have element entries.

Here are my sequences:

1. Delete all future assignment records and retain just single assignment record

2. Delete salary from salary form - confirmed salary element is deleted

3. Delete by purge all element entries from entries form

4. Tried to delete people record by purge, got APP-PAY-06340: You cannot delete people who have element entries.

5. Check element entries form under the single assignment record and do not see any element records

I queried the database and in fact saw 7 element entries that's not present in Element Entries Form:
