Past Due Shipments getting Routing Status of 0

Hello,

I am seeing variable results on my P4915 and F4941 pertaining to shipments and routing status.

When a shipment is past due (Promised Delivery / Promised Ship = before today) I would expect my routing status to show up as a 1 or a 9 per Oracle document Doc ID 1085078.1.

I am seeing that sometimes shipments that are past due have a routing status of 0 and are routed. What would cause this variability? Has anyone seen this in the past?
