Error while adding service

Environment is 12c RAC (Linux OS) with 4 nodes. 2 Active, 2 Passive

I was trying to add a service and got an error.

oracle@prod4:~> srvctl add service -db ORCL -service service100  -preferred ORCL_2 \

>    -available ORCL_4 -failovermethod BASIC \

>    -clbgoal short -rlbgoal service_time

PRKO-3114 : Policy-managed database ORCL can not support administrator-managed service service100.

oracle@prod4:~> srvctl config database -d ORCL
