insert into WRI$_DBU_CPU_USAGE_SAMPLE runs 26M times after patches 28289029 and 28135128

All:

I have a 12.1.0.2 install with 3 PDBs, where the 3rd PDB had done 26M inserts into WRI$_DBU_CPU_USAGE_SAMPLE and  26M inserts WRI$_DBU_USAGE_SAMPLE after patches 28289029 and 28135128 were applied without any obvious errors.  It also has done: "select last_sample_date_num, last_sample_date, total_samples from WRI$_DBU_USAGE_SAMPLE where dbid = :dbid and version = :version".  26M times.  I didn't find anything in MOS,  All of this activity consumes abotu 25% of my CPU and RAM.  I thought maybe someone else has experienced this issue ?  I should mention is is still doing this.  I didn't want to just close and reopen the PDB or
