Performance Management - 360 degree Appraisal - Position Hierarchy

Client requirement is to use the 360 degree appraisal; the participant of the 360 degree, should be all appraisers, meaning allowing to score. Client require that the 360 should automatically be mass created and routed using the position hierarchy. Example, Managerial Position has 4 - 8 positions reporting into managerial position, the subordinates should all rate the managerial position. Therefore it is more down-up (180) approach, than 360. As it is employees rating manager, in-line with Position Hierarchy
1. Can the automatic routing/distribution be accommodated/automated within the standard functionality of 360 Appraisal, using position hierarchy? Meaning can this be achieved with normal setup and configuration
