How do we configure inner city tax so we aren't calculating tax on Payables invoices for locations o

Hello -

We have a city tax currently defined for Glen Ullin, North Dakota.  We are trying to create an invoice to a location with the same city name but the address is outside the city limits where there is no applicable tax.  We have marked the jurisdiction as 'Inner City Jurisdiction' and the HR location address record with a value of 'No' for 'Inside City Limits'.  Tax is still calculating for this location.  Are we performing the correct configurations?
