VNCR and SECURE_CONTROL_listener/SECURE_REGISTER_listener

Is there a need to set SECURE_CONTROL_listener and SECURE_REGISTER_listener in the listener.ora file if Valid Node Checking Registration is enabled by default in 12.2?  Does VNCR replace having to set these two parameters?
