CBO dont use index function based on numcast on 12.1.0.2

CBO runs with table full scan on T24 table on which there is index on column create which numcast function. we are on 12.1.0.2 version

we have migrate from 10.2.0.5 to 12.1.0.2, from that time , every request takes long time when having normally to use index based on numcast function,

any help
