How to enable license for iSupplier portal in Oracle R12.2

Hi,

We bought the iSupplier portal license from oracle.

We need to enable it in our instance now.

Generally is it done by the DBA ?

Can you give me us the navigation on how to enable the module ?

Do we need system administration access ?
