Freight Modifier Based on Order Qty Not Working

My organization would like to configure a shipping charges based on total order quantity. For example, if the order contains quantity of X items the freight charge should equal Y.

I created Freight modifier lines with the following characteristics to handle orders with quantity of up to 20 units.

Modifier Line #1:

Level: Order

Modifier Type: Freight/Special Charge

Automatic: Yes

Override: No

Pricing Phase: Charges: Header/All Lines

Application Method: Lumpsum

Value: 10

Modifier Line #2:

Level: Order

Modifier Type: Freight/Special Charge

Automatic: Yes

Override: No

Pricing Phase: Charges: Header/All Lines

Application Method: Lumpsum

Value: 20

I also created Line Qualifier with the following characteristics:
