SYSDBA is needed to create/delete PDBs within a CDB or is there something else?

Hi there,

I have to create a user who will be able to create and delete PDBs within a CDB. Can I do this without granting the SYSDBA privilege to this new user? Are there any other privileges (like CREATE PLUGGABLE etc.) and are they enough so that this new user can manage the PDBs? Or he needs to have SYSDBA granted?
