Database is 12.2.0.1 with optimizer at 11.2.0.4 - Unable to create standby database due to disk grou

I have a primary RAC database version 12.2.0.1 with a standby RAC database created with Active Data Guard.

We encountered a bug that required setting optimizer_features_enable=11.2.0.4.

Recreating the standby database is failing with:
