Audit Warning if an Item's PageTwo field has data

We are looking for a way to inform change order originators that they should be aware of future change considerations against an Item if that Item is present on the Affected Items tab of that change order.  We currently have an Item PageTwo field named "Future Change Considerations".  The idea is that if the field includes data (is not null), a "warning" would present itself when doing an Audit Release on the change order.  Unfortunately, it looks like the only workflow option is to display a warning when the the fields is null, not if the field has data.

Does anyone have recommendations as to how to accomplish this?
