Item Reclassification Process- 01 last in cost not defaulting

We are working in E1 9.2 and have experienced this issue in item reclassification process. We want to capture the actual cost of these buy/sell items , at each lot level. So defined the cost method 01 (both purchasing , sales/invent) and cost level is at 3 (lot /level) for all buy/sell items. Now when we reclassify one of this item A to B, the last in cost (01) of A item is not defaulted into B item (last in cost value 01).  Understanding is that reclassification process works similar to inventory transfer , expecting system to default the same cost to this lot.
